Objectives for 2007
Bourbon Offshore has set priority objectives for 2007 in the area of Quality, Health, Safety and Environment with a focus on ‘Continuous Improvement in ALL Key areas’ and on ISO Accreditation & Certification for ALL BOURBON Business units.
BOURBON’S Strategy is Behavior- based with a Focus on these 3 key areas:

- Improved equipment and working environment
- Systems:
- Improved Safe working practices and Information management
HSE Performance Objectives
BOURBON’s Performance objectives are:
- Zero Lost Time Accidents (LTI)
- Continuous reduction in Work-related injuries and accidents
- Reduction in (negative) Environmental Impacts
- Improvement of ‘individual’ behavior and social responsibility
- Implementation of Improved Management Systems and adoption of Common ISO accreditation for 9001:2000 and 14001
- Maintaining an incentive policy rather than one based on punishment in order to make safety concerns a routine matter and to make employees more proactive.
- No damage to any equipment belonging to Bourbon Offshore or to any third parties
- Mandatory systematic use of Personal Protection Equipment (PPE)
Improvement Objectives
Our overall goal for 2007 and the future is to move firmly from a culture of ‘Compliance’ to an improved culture of ‘Self regulation’, based on ‘Self Assessment’ and ‘Sustainable Growth’.
Self Regulation, Self Assessment, Sustainable Growth:
- A Compliance culture looks at rules and regulations and undertakes to become compliant with standards by managing failures to meet ‘compliance objectives’.
- A ‘Self Regulated’ culture looks for areas of strength and weakness within its organization and establishes objectives beyond compliance in order to make continuous improvement in key areas of Quality such as, work practices, integrity and reliability.
- To Assist with the growth of a ‘Self Regulating Culture’ BOURBON has elected to adopt ISO standards for Quality, Health and Environmental management throughout its entire business organization by using DNV (Det Norsk Veritas) for verification and accreditation.
- Additionally BOURBON has adopted a system of ‘Self Assessment’ based on OCIMF (Oil Companies International Marine Forum) standards for Tanker management and vetting (TMSA) and has incorporated the 12 elements from the TMSA (Tanker Management Self Assessment) best practices guide into its internal and external audit and assessment program, which will assist in meeting objectives over and above compliance with ISM/ISO, by benchmarking to industry and TMSA ‘Best Practices’.
- Self Assessment will provide important feedback in key areas of Management Accountability, Maintenance, Reliability, Environmental impact, Contingency planning, Crew training and Safety management, which will help meet objectives based on continuous improvement, customer satisfaction and sustainable growth.
- BOURBON is growing its fleet and delivering vessels designed and built in line with ISO 14001 environmental objectives for ‘clean class’ and ‘improved fuel economy’. Additionally, because vessels are being built in series, crew training and familiarization time will be reduced due to standardization of vessel design and equipment.
- Crew training is also an area of special focus and BOURBON will implement a customized crew and management training system based on internal and external training modules and the use of self-paced computer based training (CBT) in key areas of safety, competence and personal development.
The Ulysses Software Package
That part of the QHSE module of the “Ulysses” fleet management software devoted to safety combines in a single database all the instructional documents for the safety management system and the incident reports. This tool can be used to access information pre-tested for reliability and updated in real time, thus speeding up feedback.
After a test phase, the “Ulysses» system is gradually being deployed throughout the bases and the offshore fleet. With this tool designed for consistency, users, officers and base managers are changing their work procedures and adopting a homogenous methodology that contributes significantly to improved safety.
